HP has released a patch specifically for this. It may have not yet posted to the downloads page for your model so I've included a direct link to the download via the FTP site.

This package provides the Wallpaper Picture Position Enabler for the supported notebook/laptop models and operating systems. The Wallpaper Picture Position Enabler enables the Wallpaper Background Picture Position function to be changed
from Stretched to Fill, Fit, Tile, or Center.
